Water regime: a political challenge

Abstract

Environmental deterioration and the overexploitation of out natural resources have brought various environmental and ecological concerns into the political discusion. Among them is the water crisis, which has generated a severe questioning of the respective regulation and institutionality. Due to the transferable nature of the rights of use, a market was created in which, in fact, it is posible to trade an untradeable, inalienable and imprescriptible Good. However, the water problem is much broader and has different aspects: a legal- factual dimension, infrastructure problems, and deficiencies in invesment and Discovery of new sources.

Abogado. Licenciado en Ciencias Jurídicas de la Universidad de los Andes, con especialidad en Derecho Ambiental. Magíster en Estudios Políticos de la Universidad de los Andes.
