Among them is the water crisis, which has generated a severe questioning of the respective regulation and institutionality. Due to the transferable nature of the rights of use, a market was created in which, in fact, it is posible to trade an untradeable, inalienable and imprescriptible Good. However, the water problem is much broader and has different aspects: a legal- factual dimension, infrastructure problems, and deficiencies in invesment and Discovery of new sources.
